Who is it available to?

Thousands of Portsmouth, Gosport and Havant residents will be eligible for free energy and money saving advice. It doesn’t matter if you’re a homeowner, privately renting or renting from the council. Please find the eligibility below.

Applications to LEAP Services are now open to the general public!

Please be aware that the demand for the LEAP service is now at an all-time high and the wait time to access the service could be longer than usual.

Portsmouth City Council works closely with partners LEAP to deliver the Energy and Money Saving Service. After you refer yourself into the scheme you will be visited by a friendly and highly qualified LEAP energy adviser to carry out this service.
