The programme is open to owner-occupiers, private rental tenants and landlords. If you meet the following eligibility criteria, then please apply now using the form at the bottom of this page! This programme is funded by energy companies.
Owner-occupier properties must have an EPC rating of D, E, F or G.
Privately rented properties must have an EPC rating of E, F or G
And
The occupier of the property must have either
A total household annual income below £31,000
Or:
Receive a means-tested benefit
Or:
ECO4 Flex
Portsmouth City Council and Switched On Portsmouth is supporting residents through the ECO4 Flex scheme, which helps low-income and vulnerable households improve their home’s energy efficiency. This initiative is open until March 2026.
The scheme focuses on homes that are hard to heat and have poor energy ratings. If you qualify, you could receive help with insulation, heating upgrades, and other energy-saving improvements.
Who Can Qualify?
You may be eligible if your home has a low energy rating (SAP bands D-G for homeowners, E-G for private renters) and you meet one of the following:
- Low Income: Your household income is under £31,000.
- Proxy Indicators: You meet two of the following:
- Live in a low-income area
- Receive Council Tax reduction
- Are vulnerable to cold (as per NHS guidance)
- Receive free school meals
- Get support from Switched On Portsmouth or LEAP
- Referred by Citizens Advice or your energy supplier
- Health Conditions: A health professional confirms that cold housing worsens your condition (e.g., heart, lung, or mobility issues)
- Bespoke Referrals: You’re referred by a supplier or the council under special circumstances.

How do I get home energy efficiency upgrades?
The home energy efficiency upgrades are funded by obligated energy companies. You will need to contact the energy company directly in order to apply for the scheme. Click here to find a list of obligated energy suppliers. You don’t have to choose the supplier you are currently with.
