Warmer Homes Programme

Apply for free home energy efficiency upgrades for off-gas properties

Portsmouth City Council, in partnership with 23 other local authority partners, has secured funding through the Home Upgrade Grant 2 funding competition, administered by the Government’s Department for Energy, Security and Net-Zero (DESNZ), to offer funding to improve the energy efficiency of qualifying homes.

What is an off-gas property?

This scheme is only available to properties that don’t use gas as their main source of heating, such as with a gas boiler. Properties with a gas connection can still be eligible for the scheme as long as this isn’t used for the main source of heating, e.g. you have a gas cooker but your home uses storage heaters.

Your home will be eligible for this scheme if it is mainly heated by any of the below methods:

  • Electricity (e.g. storage heaters, electric boiler, panel heaters, etc…)
  • Oil
  • Coal
  • LPG
  • Solid fuel

What is on offer?

Up to £38,000 in funding is available for the installation of energy efficiency measures! The amount of funding available will depend on the property type, property energy efficiency and what measures are suitable for the property.

The home energy efficiency upgrades available are free for owner-occupiers. For privately rented properties, the landlord will need to contribute 1/3 of the total costs.
